At the invitation of H.E. João Manuel Gonçalves Lourenço, President of the Republic of Angola and current Chairperson of the African Union, President Félix-Antoine Tshisekedi Tshilombo of the Democratic Republic of Congo traveled to Luanda on Monday, February 9, 2026, for a high-level working visit focused on the peace process in the DRC and the Great Lakes region.
The discussions were held in the presence of H.E. Faure Gnassingbé, President of the Council of the Togolese Republic and designated mediator of the African Union, as well as H.E. Olusegun Obasanjo, member of the African Union Panel of Facilitators.
Talks centered on strengthening the ongoing peace process, including the national dialogue initiative proposed by President Tshisekedi. The meeting provided an opportunity to reaffirm the need for the strict and verifiable implementation of commitments undertaken by all parties under the Washington Agreement of December 4, 2025, as well as United Nations Security Council Resolutions 2773 and 2808. These commitments remain essential to restoring trust and ensuring the credibility of the peace process.
The Heads of State also called on all parties to declare an immediate ceasefire and to accelerate the operationalization of the ceasefire monitoring and verification mechanism agreed upon in Doha on October 14, 2025.
In a significant development, Angola was mandated to engage in consultations with all Congolese stakeholders in support of the national dialogue initiative advocated by President Tshisekedi. The dialogue is expected to be conducted and organized by the institutions of the Republic, in strict accordance with the Constitution, with the objective of strengthening national cohesion and consolidating lasting peace.
This diplomatic momentum represents a crucial step toward an inclusive and peaceful dialogue, grounded in national sovereignty and African-led cooperation.
